Russia Orders Surge in European Hybrid Attacks

Russia has ordered its intelligence services to “step up” hybrid operations across EU and NATO countries, including possible sabotage targeting military facilities, critical infrastructure and communications systems, Ukraine’s military intelligence agency has warned.  

The Military Intelligence of Ukraine (HUR) said Moscow planned to use agents recruited across Europe by Russia’s GRU military intelligence service and FSB security service to carry out the operations. 

“The intelligence services of aggressor state Russia have been instructed to step up their activities in EU and NATO countries,” HUR said in a statement on Friday. 

It said the operations were aimed at undermining support for Ukraine and weakening NATO’s capabilities. 

“Military facilities, critical infrastructure and communications systems are among the targets being monitored by Russian intelligence services,” the agency said. 

“Potential targets include Starlink satellite internet receiving stations located in European countries,” it added. 

HUR said it had warned Ukraine’s international partners about Russia’s plans. 

Starlink facility targeted in Poland 

The warning comes just over a week after a fire at a Starlink satellite communications ground station in Wola Krobowska, a village in central Poland, which Polish authorities are investigating as suspected Russian-linked sabotage.

Prosecutors say the fire was deliberately set, allegedly to disrupt Starlink internet traffic and communications in Poland and other countries in Central and Eastern Europe. No one has yet been charged in the investigation.  

Starlink, a satellite internet system operated by billionaire Elon Musk’s US aerospace company SpaceX, has become a key part of Ukraine’s war effort, providing internet connectivity for frontline communications, drone operations and battlefield command. 

Sabotage fears grow 

The EU, the majority of whose member states also belong to the Western military alliance NATO, has been on heightened alert for acts of sabotage and other hybrid attacks since Russia launched its full-scale invasion of neighboring Ukraine in 2022. 

Concerns have grown amid a recent uptick in such incidents. Last month, Berlin said Russia was behind a foiled drone attack targeting Ukrainian cargo aircraft at Leipzig/Halle Airport in eastern Germany, a key logistics hub for NATO and Kyiv. 

Moscow has repeatedly denied involvement in hybrid operations against European countries.
