Jammu. In Jammu and Kashmir, eligible state cooperative banks with net NPA up to 15 percent will also be able to take financial help from NABARD for providing agricultural loans to farmers. The limit of net NPA for such banks in general areas is 12 per cent, while in special areas like Jammu and Kashmir the limit is up to 15 per cent. NABARD has fixed the rules for refinance for agricultural loans for the financial year 2026-27. However, it has not been decided yet which bank in the state will get how much amount. Actual allotment will be done separately.

Under the new system, eligible state cooperative banks of the state whose net NPA is up to 10 percent can get a maximum of 60 percent of the limit prescribed for giving agricultural loans. For additional agricultural loan this limit is up to 80 percent. Banks whose net NPA is more than 10 percent but up to 15 percent can get a maximum of 55 percent of the prescribed limit for agricultural loan and up to 75 percent for additional agricultural loan. These are maximum limits. This does not mean that every eligible bank will get the full amount. The actual assistance will depend on the eligibility of the bank, the norms laid down and the allocation made by NABARD.

NABARD does not provide this money directly to the farmers, but makes it available to eligible banks. With the help of this amount, banks can give agricultural loans to farmers. That is, refinancing means that instead of giving loans directly to the farmers, NABARD provides financial help to the banks, so that they can provide agricultural loans to the farmers. However, it is not certain that every farmer will get a loan. The farmer will have to apply to his bank and the decision to give the loan will be based on the rules of the bank and the eligibility of the farmer.

Different rules for rural banks

NABARD Chief General Manager Dr. K. S. In the guidelines issued by Mahesh, rules for refinance for agricultural loans have also been fixed for regional rural banks. However, the eligibility conditions of these banks are different from the state co-operative banks. The limit of 15 per cent net NPA applicable for State Co-operative Banks is not applicable to Regional Rural Banks. The amount that rural banks will receive will also be decided separately.
