The General Tax Directorate (DGI) issued a statement this Wednesday, October 7, to confirm that inspectors deployed throughout the country to carry out compliance management actions, targeting undervaluation of sales, the improper use of regimes for small taxpayers and random registration and billing controls.
According to the state agency, this measure to guarantee taxpayers’ tax compliance began at the end of September. The actions are determined through the risk analysis of those who make contributions, based on the information available to the DGI, which seeks to address “situations with greater default risk“.
DGI focuses on sales undervaluation
On this occasion, the attention of the Uruguayan tax entity is focused mainly on those taxpayers whose activities are oriented, to a large extent, to final consumers and who, according to the risk analysis, present a high probability of underreporting saleseither through the declaration of amounts lower than those actually obtained or through the omission of part of its operations.
The DGI also seeks to detect situations in which a inappropriate use of regimes intended for small taxpayers. In particular, it seeks to identify those cases in which the level of activity shows that certain businesses record sales that exceed the limits established to remain under said regimes, thus obtaining a more favorable tax treatment than that which actually corresponds to them.

In turn, through this initiative, the State is also carrying out random registration and billing controls throughout Uruguayan territory.
What actions can the DGI take according to the level of risk of non-compliance
The agency detailed that “the intensity and scope of the actions are defined based on the level of risk identified in each case.” In this context, the DGI can send preventive communications and alerts as well as notify taxpayers who fail to comply with their tax obligations to correct the deviations detected. Furthermore, they are not ruled out inspection actions for the highest risk situations.
