The U.S. Coast Guard is returning crews to frontline units and restoring operational readiness following its highest recruiting success in more than 30 years.
The Service had previously launched the Force Alignment Initiative (FAI) in 2023, which reduced the operating posture of dozens of shore units, stations, and aids to navigation (ATON) teams to manage a severe workforce shortage. Select units were converted to Scheduled Mission Stations, seasonal small stations, or Forward Operating Locations to concentrate limited personnel where risk was highest.
But a sustained recruiting turnaround that exceeded the fiscal year 2024 recruitment target reversed the shortfall. On the heels of that success, previously reduced units are being restored one by one to full operational capability, prioritized by operational risk and mission demand. Initial reconstitution actions will occur during Assignment Year 2027.
The Coast Guard will fully staff and restore full operations at six stations:
- Station Castle Hill, Rhode Island
- Station Milford Haven, Virginia
- Station Saginaw River, Michigan
- Station Vallejo, California
- Station Golden Gate, California
- Station Rio Vista, California
Restoring these units closes search and rescue (SAR) response gaps and returns rapid, local, lifesaving response to communities while relieving neighboring units that previously absorbed the extra workload. This campaign will also strengthen control of the maritime border and safeguard the Marine Transportation System.
Moving forward, each unit will return to full operational capability before staffing of the next begins. As units are staffed, members will receive orders to restored units through the Enlisted Personnel Management (EPM) assignment process.
The Coast Guard will announce additional reconstitutions as they are approved and finalized. It will not forecast specific units or dates beyond those already announced.
Ultimately, this reconstitution delivers on the historic investment in the Coast Guard, returning value to the American people through new assets, shore facility upgrades, and the restoration of frontline units to full operations.
