Africa’s digital landscape has witnessed a profound transformation over the last decade, driven by unprecedented growth in mobile connectivity and the widespread adoption of digital services. Last year, mobile technologies and services contributed approximately USD240 billion to Africa’s economy, representing 7.8% of the continent’s GDP. This highlights the growing importance of digital infrastructure as a catalyst for economic growth, innovation and investment.

In response to the expansion of the digital economy, African countries have accelerated efforts to strengthen their data governance frameworks. Those such as Nigeria’s Data Protection Act and General Application and Implementation Directive, South Africa’s Protection of Personal Information Act, Kenya’s Data Protection Act and Egypt’s Personal Data Protection Law reflect a broader continental shift toward stronger enforcement, greater accountability and increased regional cooperation.

The establishment of the Network of African Data Protection Authorities further demonstrates Africa’s commitment to harmonizing data governance and facilitating cross-border cooperation. As the continent’s digital landscape continues to mature, the need for expert guidance on enforcement realities and compliance strategies has never been more urgent.

Background: The state of data protection in Africa

Africa’s digital evolution has been accompanied by unprecedented growth in data generation and processing. With more than 416 million active mobile internet users, personal data now fuels a wide range of sectors, including financial services, healthcare, e-commerce, mobility, media streaming and AI. As digital adoption increases, regulators are increasingly recognizing that trust is essential to the success of the digital economy. Weak data governance can undermine privacy, hinder investment, impede trade and expose organizations to cybersecurity risks.
