Since 2024, cash and voucher assistance has expanded significantly, reaching more people through local actors and across more locations.
Annual transfers climbed from US$438.6 million in 2024 to US$597.2 million in 2025. The number of people reached has followed the same upward trend, increasing from 5.8 million in 2024 to 8.1 million in 2025.
Cash assistance remains highly concentrated in a few crisis-affected countries. Sudan, Ethiopia, South Sudan and Somalia accounted for 91 per cent of transfers in the second quarter of 2026.
The way assistance reaches people is also changing. Since 2024, mobile money has been the region’s leading delivery channel, ahead of cash-in-hand, bank transfers and vouchers.
An encouraging trend is the growing role of local actors: National NGOs are now the region’s largest implementing partner group, accounting for 255 of 409 organizations since 2024.
The challenge now is to sustain progress amid rising needs.
