CHEYENNE, Wyo. — On Tuesday, the City of Cheyenne’s Finance Committee will review a handful of proposals to make improvements to city property, including the Airport Golf Course, the Johnson Pool and the Municipal Building’s parking lot. If they support those projects and authorization comes in full next week, the city would approve spending around $735,000.

The Finance Committee meets biweekly to discuss financial matters that will go back to the City Council for consideration. While the committee cannot approve a resolution or ordinance, a proposal needs to get the committee’s support to advance.

Tuesday, the committee meets at noon at the Council Chambers of the Municipal Building, 2101 O’Neil Ave. The public can also access the meeting remotely via Zoom or telephone.

The council and city staff have identified multiple projects around Cheyenne that require attention. The golf cart paths at the city’s Airport Golf Course, for example, are around 30 years old and have deteriorated significantly in that time.

Councilors want to move $250,000 from the city’s General Fund Reserves, a fund the city budgets for every year in case a costly and unexpected expense comes up, to the Community Recreation and Events Department to replace the paths.

The paths are around 6 feet wide and see heavy use nearly year-round. This funding, if the reappropriation is approved, would go to completely repair and replace the paths. Besides improving the safety of the course and the experience for golfers, the city said the replacement would go a long way in better representing the appearance and overall quality of the course.

City staff are also interested in redesigning the parking lot at the Municipal Building, where the council and its committees regularly meet and where many city departments work every day.

The proposal the committee will see is a contract with Martin/Martin Wyoming for $132,000. Funds for the contract would come out of the 2021 Specific Purpose Option Tax Fund.

Contractors would completely redesign and renovate the north lot, which faces the Laramie County Public Library, and adjacent streets. If the contract is approved, the changes to the lot would be comprehensive. Besides redoing the parking lot layout, Martin/Martin Wyoming would alter the landscaping design and install EV charging infrastructure and parking lot canopies that could eventually support solar panels around the perimeter of the lot.

Some environmental surveying would also be included in the contract due to a known soil contamination plume nearby.

The city will make quick work of allocating 2026 Specific Purpose Option Tax funds approved for the reconstruction of south Cheyenne’s Johnson Pool as well. A contract for the final design and construction administration of the project is up for Finance Committee approval. The $353,400 contract would just cover the design and administration costs, not the construction itself.

Other committee business includes accepting a $600,000 two-year contract to continue services between Cheyenne Youth Alternatives and the Laramie County Community Juvenile Services Joint Powers Board and an agreement to accept a $59,648 grant from the Wyoming Department of Health Aging Division to provide transit support services for residents ages 60 and up for another year.

Finally, the committee will consider giving Cheyenne Mayor Patrick Collins the authority to negotiate a memorandum of understanding with nearby governments to distribute impact assistance funds that they may get if the Wyoming Department of Environmental Quality’s Industrial Siting Council approves an expansion to the Cheyenne Prairie Power Station.
