Donald Trump’s proposed “energy ceasefire” between Russia and Ukraine has been dismissed as unfair and partisan with the US leaving Kyiv significantly weakened.
As the challenges of winter draw near, Trump’s move has thrown the future of Ukraine into doubt.
“It had already been a terrible week in Ukraine” before Trump’s “one-sided ceasefire plan” put Kyiv “in a tough spot as winter approaches”, said The New York Times.

The deal “comes at a particularly bad time”, said The New York Times, as Russia is “stepping up efforts to target Ukraine’s civilian infrastructure, including, crucially, its energy infrastructure” as “part of an ongoing effort to both cripple Ukraine’s economy and break its will to fight”. The coming winter “might be the hardest yet” because Ukraine is “facing a critical shortage of air defences”.
But the “bigger problem” is that Trump is “pressuring Ukraine to give up the best tool it has for fighting back” – its attacks on Russian oil refineries. Ukraine “effectively has no operational oil refineries”, so “this ceasefire, such as it is, would really only tie the hands of one party”.
After Russian drones and missiles “pummelled nearby power stations, triggering power cuts” and Kyiv was “plunged into darkness”, there was a “sense of outrage and betrayal”, said The Economist.
A Ukraine government source said American officials warned that unless Kyiv stopped its drone assaults on Russian oil refineries, the US would block weapons shipments under the Prioritised Ukraine Requirements List, under which Ukraine has received “about $10 billion [£7.5 billion]-worth of American weapons” paid for by Nato allies and partners.
This move would “further weaken some of the country’s defences” and although Trump’s “new turn against Ukraine may be as transitory as the earlier ones”, this is still “a dangerous moment for Ukraine”.
But Trump’s threat of a suspension is “far from hypothetical”, said Sasha Vakulina on EuroNews. In 2025, the White House “temporarily halted intelligence-sharing and military assistance to Ukraine amid a diplomatic confrontation with Kyiv”.
Although “both were subsequently restored” following talks, the episode “demonstrated how quickly Washington could use security cooperation as a source of political leverage” and “how dependent Ukraine remained on American capabilities”.
US intelligence “remains crucial to Ukraine’s ability to anticipate Russian attacks”, and it is still “unclear how far European allies could compensate should another American suspension come into force”.
Although Trump’s announcement “seemed to make Ukraine’s situation even more perilous”, said Eric Ciaramella on Foreign Affairsit’s not “necessarily a major setback for Ukraine”, because it “comes amid a broader shift” by Trump to “move away from pursuing an elusive comprehensive peace agreement in favour of a mutual ceasefire on strikes against energy infrastructure”. This shift “could ultimately be beneficial to Kyiv”.
Also, “in his angry retort” to Zelenskyy’s criticism of the diesel deal, Trump “revealed a potential way forward: as long as Ukraine stopped hitting Russian refineries, the president said, ‘you can do whatever you want to Russia’”.
Ukraine has “more leverage than a year ago”, said Nicholas Vinocur on Politicoand European leaders are “warning” Trump “not to squander it by pressuring Kyiv to ease up on Russia”. Although Trump “wants the attacks to stop, Ukraine’s European allies are keen to cripple Russia’s war effort”.
What next?
Volodymyr Zelenskyy has said “repeatedly” that Ukraine is ready to halt its strikes on Russian oil refineries and other energy facilities if Moscow “did the same”, said the BBC.
But Moscow said Ukraine does not deserve the “respite” a ceasefire would bring, because it would mean Europe would be able to “pump” Ukraine with new weaponry.
